Your editorial on Bolivia's seizure of their oil and natural gas resources (Bolivia's Folly, 4 May) states that "Bolivia has neither the institutions nor the talent" to run a nationalized petroleum industry. This may well be true, but times have changed. Bolivia no longer needs to rely on western multinationals for assistance - China has both the institutions and the talent.
